Submit a tool. Your manifest enters the operator review queue. If approved, your tool gets a slot on UNIT 014 and earns coins per pull.

Sandbox runtime is scaffolded but not active in v1. Submitted tools enter the review queue and are evaluated manually. The HTTP-endpoint packaging path will be the first activated runtime once a partner tool is onboarded.
